Overview of Health Canada’s Proposed Self-Serve Portal for Cosmetic Notifications

Health Canada is actively seeking feedback from importers and manufacturers regarding the development of a new self-serve portal for cosmetic notifications. This important consultation period is open until October 1, 2024, offering a valuable opportunity for industry stakeholders to share their input on this significant regulatory enhancement.

Current Process: Using the Cosmetic Notification Form (CNF)

Currently, regulated parties in the cosmetic industry fulfill their obligations under sections 30 and 31 of the Cosmetic Regulations by using the online Cosmetic Notification Form (CNF). This form is crucial for providing detailed information about cosmetic products, including the name under which the product is sold, its formulation, intended function, and form. Through the CNF, companies can efficiently submit new cosmetic notifications, make amendments to existing ones, and notify Health Canada of any discontinuations of sale.

Proposed Features of the Self-Serve Portal

To further streamline and modernize this process, Health Canada is exploring the creation of a self-serve portal designed to simplify the submission and management of cosmetic notifications. The proposed portal aims to enhance the user experience for importers and manufacturers by offering features such as:

  • Easy Submission: Quickly submit new cosmetic notifications, make amendments, or report discontinuations of sale, all through a user-friendly interface.
  • Comprehensive Tracking: Track the status of all submitted notifications, ensuring that you stay informed about the progress of your submissions.
  • Advanced Filtering: Filter submissions by year, product, or other relevant criteria, making it easier to manage and review your notifications.
  • Contact Management: Efficiently manage and update contact information to ensure timely communication with Health Canada.

Benefits of the Self-Serve Portal for Importers and Manufacturers

Should the development of this self-serve portal proceed, it will be a multi-year initiative, with Health Canada committing to keep all interested and affected stakeholders informed throughout the process. Regular updates will be provided to ensure transparency and to facilitate a smooth transition to the new system.

Get Involved: How to Provide Feedback on the Self-Serve Portal

To ensure that the portal meets the needs of the industry, Health Canada has launched a short survey, inviting all stakeholders to participate. This survey is an essential part of the consultation process, allowing importers, manufacturers, and other regulated parties to voice their opinions and influence the direction of this potential regulatory advancement. The deadline to complete the survey is October 1, 2024, so please take this opportunity to contribute your insights on these important changes.

What’s Next: Timeline and Updates on the Self-Serve Portal Development

By participating in this consultation, you can help shape the future of cosmetic regulation in Canada, ensuring that the self-serve portal is both effective and responsive to the needs of the industry. If implemented, this project will span several years, with Health Canada providing regular updates to keep stakeholders informed of its progress.
