Canada Fertilizer Labelling Changes and Bulk Fertilizer Compliance Extension

The Canadian Food Inspection Agency (CFIA) has extended the compliance promotion period for labelling bulk fertilizers under the amended Fertilizers Regulations which came into force October 2020, to July 31, 2026 to allow more time for dialogue with industry on how to meet the new requirements.  

During this period, CFIA inspectors will continue to check for compliance under the current regulations and work with companies to correct non-compliances that do not pose safety risks. However, if serious safety issues are identified, CFIA will take immediate action to protect consumers and the environment.  

The amended regulations, finalized as part of CFIA’s regulatory modernization effort, require more detailed information on labels or accompanying documents- even for bulk shipments. However, industry stakeholders have criticized the new labelling rules as unnecessary, impractical, and costly. The primary argument is that the requirements go beyond what is needed for safety in bulk contexts where fertilizers are typically delivered to trained operators, and impose requirements such as fully bilingual text, usage instructions, and precautionary statements that do not improve safety outcomes.  

These requirements are more complex those of Canada’s trade partners such as the US and EU. For example, the EU maintains simpler bulk fertilizer labelling approaches by utilizing a QR code.  

The extension to July 2026 offers temporary relief, but industry associations and agricultural stakeholders are calling for continued engagement with CFIA to reshape the requirements before the deadline, maintain competitiveness, and avoid unnecessary regulatory burden.
