When a consumer chemical product contains a known flammable ingredient, a common question is:
“Do we really need to test the finished product? Can’t we estimate the flash point from the formulation?”
For example, if a water-based product contains 15% ethanol, it may seem reasonable to use the concentration and known flash point of ethanol to predict the flammability of the finished product.
For classification under Canada’s Consumer Chemicals and Containers Regulations, 2001 (CCCR, 2001), however, this approach is not considered acceptable for determining the flash point of the finished product.
Flash Point Is a Property of the Finished Mixture
Flash point is the lowest temperature at which a product gives off enough vapour to form an ignitable mixture with air under specified test conditions.
For a mixture, this behaviour depends on more than simply how much of a flammable ingredient is present. The other components of the formulation can influence how volatile ingredients behave and how readily flammable vapours are released above the product.
As a result, knowing that a product contains a certain percentage of ethanol, isopropyl alcohol, or another flammable ingredient does not necessarily tell us the flash point of the finished formulation.
A product containing 15% ethanol, for example, should not simply be assigned an estimated flash point based on the properties of ethanol or another formulation assumed to be similar.
What Does Health Canada Say?
The CCCR, 2001 Reference Manual addresses this question directly in its discussion of Sections 50 to 52:
“The practice of estimating the flash point of the finished product, based on the flash points of the individual components, is not acceptable.”
The Reference Manual explains that these physical properties cannot always be accurately extrapolated from individual ingredients or similar products. Standardized testing helps ensure that manufacturers assess and classify comparable hazards consistently.
How Is Flash Point Determined Under the CCCR?
Section 50 of the CCCR specifies closed-cup flash-point methods for liquid products. The required method depends on the viscosity of the finished product:
- Viscosity below 5.8 mm²/s at 37.8°C: ASTM D56 or ASTM D3828
- Viscosity of 5.8 mm²/s or greater at 37.8°C: ASTM D93
For solids, pastes, and gels subject to flash-point assessment, Section 51 specifies ASTM D56.
These are closed-cup methods, meaning that vapour is contained in the space above the test specimen during testing. This provides a standardized way of determining whether the vapour generated by the finished product can ignite under defined conditions.
Why Not Just Use the Flammable Ingredient Percentage?
Consider two formulations that each contain 15% ethanol.
Although the ethanol concentration is identical, the remaining 85% of each formulation may be very different. Those differences can affect the behaviour of the mixture and the concentration of flammable vapour present above it at a given temperature.
In other words:
Ingredient concentration tells you what is in the product. Flash-point testing tells you how the finished product actually behaves.
That distinction is particularly important when the result determines whether a consumer product falls into a regulated flammability sub-category and therefore requires specific hazard labelling or other regulatory measures.
What About Supplier SDS Data?
Raw-material Safety Data Sheets are valuable sources of hazard information, but the flash point reported for an individual raw material describes that material as tested. It should not automatically be treated as the flash point of a finished formulation containing that ingredient.
Likewise, data from a similar formulation may provide useful background information, but formulation differences can affect the finished product’s physical properties.
When a finished-product flash point is required for CCCR classification, testing the applicable finished formulation using the prescribed method provides direct data for the product being placed on the Canadian consumer market.
The Takeaway
Seeing ethanol, isopropyl alcohol, acetone, or another flammable ingredient in a formulation can certainly indicate that flammability deserves further consideration. What it cannot do, by itself, is establish the finished product’s flash point.
The CCCR Reference Manual specifically cautions against estimating finished-product flash point from individual component data. Where flash point is required for classification, standardized testing provides the evidence needed to determine how the finished product should be classified and labelled.
