Quaternary Ammonium Compounds (QUATs) – Notice of Mandatory Reporting

This November the Government of Canada announced a mandatory survey under the Chemical Management Plan (CMP) in Canada through Canada Gazette, Part I, Volume 152, Number 46: Government Notices.

The intent of the Notice is to collect information on the presence of certain quaternary ammonium compounds (QACs or QUATs) in Canadian commerce and use that data to perform risk assessments to the environment and human health. The Government of Canada is collecting information from importers and manufacturers to establish inventory in Canada on quantities, concentrations, and uses of these chemicals.

The list of 809 chemical substances listed in this notice, include common QUATS such as:

Although the requirement to report these chemical substances do have exclusions, all substances that were manufactured or imported into Canada must also meet the following criteria:

  • Manufactured a total quantity greater than 100 kg of a substance listed in Schedule 1 to the Notice
  • Imported a total quantity greater than 100 kg of a substance listed in Schedule 1 to the Notice, whether the substance is: alone; or in a mixture, product or reportable manufactured item at a concentration above 0.1% by weight (w/w %).

Those affected by this mandatory reporting must comply by April 24, 2019 and must submit a response via Environment and Climate Change Canada’s Single Window.
